Tiny home, house boat, RV residents: beware! Know the legal status of your home.

Home may be where the heart is, but good luck convincing the authorities of that if your home is illegal.
Your heart — or finances — may lead you to hang your hat in any number of atypical dwellings, but the truth is, it takes more than love to make a house a legal residence.
Here’s a summary of the legal status for a few of the most popular forms of alternative housing.
Mobile and manufactured homes
The granddaddy of alternative housing, the modern mobile home (or trailer home) developed after World War II as a response to a newly mobile workforce looking for cheap housing in the midst of a population boom. Although trailer homes are almost never actually mobile, their popularity has endured.
The National Manufactured Housing Construction and Safety Standards Act of 1974 (title VI of Pub. L. 93-383, 88 Stat. 700, 42 U.S.C. 5401) required the U.S. Department of Housing and Urban Development (HUD) to develop construction and safety standards for mobile homes.
Since 1976, all new mobile homes have been legally referred to as manufactured homes and have been factory-built to HUD Title 6 construction standards, which require manufactured homes to be at least 320 square feet with a permanent chassis to assure the transportability of the home.
A HUD-coded home must display a Certification Label and Data Plate. The red Certification Label (sometimes called the HUD Label) will be located at the back of each transportable section of the home. The Data Plate will be located inside, on or near the main electrical breaker box.
In addition to HUD standards, manufactured homes can be subject to local codes. For example, in Orange County, California, manufactured home installations must receive health department approval, and are subject to many of the same electrical and plumbing inspections as new home constructions.
RVs
RV is short for “recreational vehicle,” not “motorhome,” a fact that is overlooked by many who dream of retiring and trading a mortgage for a life on the road.
The U.S. Department of Housing and Urban Development has drawn attention to the issue this year with a proposed revision of the exemption for recreational vehicles from HUD’s Manufactured Housing Procedural and Enforcement Regulations.
The rule change is supported by the Recreational Vehicle Industry Association (RVIA), which stated that industry stakeholders agree “RVs should be built in accordance with National Fire Protection Association and American National Standards Institute RV standards, not HUD manufactured home standards… the key distinction continues to be that manufactured homes are designed and built for permanent residency, while RVs are designed and built to be used by families as a recreational, camping, or seasonal accommodation.”
The rule change is really about vehicle classifications and construction standards, but it begs the question: If the federal government and the manufacturers agree that RVs are temporary dwellings, what does that mean for the many people happily living year-round in RV campgrounds?
The answer: It doesn’t mean much at all. The RV lifestyle falls in a legal gray area that is unaffected by the change. The RV itself has never qualified as a legal primary residence, but the legality of actually living in one continues to depend on local codes governing RV parks and campgrounds.
In California, for example, laws governing rents in RV parks say that you are automatically defined as an RV park resident after nine continuous months of tenancy — thereby implying that you can legally live in a permanently parked RV year-round.
The nomadic lifestyle of mobile RV living is more complicated, as you are defined as a camper, not a resident. So on the one hand, you must regularly relocate, as most localities impose time limits on camping (two weeks is a common limit for staying in a single campsite).
On the other, you must establish residency in one state in order to vote, pay taxes, obtain a driver’s license, and register your RV, and often to become part of a healthcare provider network.
Residency rules vary by state, and which state you choose can have serious implications — from income tax rates to how many months of the year you can travel and the quality of healthcare you’ll receive.
Tiny homes
Although tiny home advocates would like to develop a new legal classification for tiny homes as primary housing, in most locales a tiny house on wheels is considered an RV, and a tiny house on a foundation is considered an accessory dwelling unit (ADU). In the absence of local regulations for parking a tiny house on wheels, RV rules generally apply.
In most states, a self-built RV will need to be inspected before the DMV will issue a license plate; a builder should provide a Vehicle Identification Number and a title so that you can register your tiny house RV.
With the rising popularity of the tiny house, many jurisdictions have instituted specific rules for these miniature homes. For example, tiny houses on wheels are allowed as caregiver dwellings in the backyard of a person who needs assistance in several California counties, and as backyard cottages in Fresno County regardless of caregiver status. There are several specially permitted tiny house eco-communities scattered around the country.
Tiny houses built on foundations received a legalizing boost in 2015 when the IRC removed the requirement that a dwelling unit have a minimum of 120 square feet, replacing it with a 70-square-foot minimum. However, many local zoning codes still require a minimum of 800 or even 1,500 square feet for dwelling units.
A few areas, like King County, Washington, have programs in place to consider alternatives to standard housing development on a case-by-case basis as demonstration projects.
Floating homes
After Florida officials seized and destroyed Fane Lozman’s two-story floating home, claiming it was a vessel and not a house, he took his case all the way to the U.S. Supreme Court and won. Thanks to that 2013 Supreme Court decision, the definition of a vessel as “anything that floats” was narrowed to allow floating homes to be regulated as housing.
Upholding laws in Washington, California, and other states where floating home communities have developed, the court decided 7-2 that floating homes that are attached to the shore and do not travel are governed by local laws applying to homes, not by federal admiralty law regulating ships and boats.
Unique housing solutions can come with unique legal headaches. It takes a bit of creativity and a lot of willingness to engage with local authorities, but where there is a will, there is a (legal) way home.
Don't know who former Governor Johnson is? Well, here's a little summary about the libertarian candidate. Gary Johnson was the Republican governor of New Mexico from 1994-2003. Before venturing into politics, Johnson was an entrepreneur and business man, similar to the current GOP candidate, Donald Trump. He started his own construction business which later became one of the largest construction companies in the state of New Mexico. What is so interesting about Johnson is his veto record. As Governor of New Mexico, Gary Johnson vetoed a total of 750 bills that were proposed. This is more vetoes than any other governor in United States history. You may be thinking, "Well, I don't want a president who vetoes everything," but hear me out. Johnson cut taxes 14 times while in office and he never once raised them. When he retired from his office in 2003, the state of New Mexico was one of only 4 states with a completely balanced budget. He also has one of the most successful job creating records of any US governor. After Governor Johnson noticed the fall of the Republican party, he knew there was no way he could be a Democrat. Gary Johnson was, and still is socially liberal, while fiscally conservative. This is what the Republican party used to be. Now, these ideals are referred to as Libertarianism. The Libertarian party is the only party, other than the Republican and Democratic parties, whose nominee is guaranteed to be on the ballots in all 50 states. Yes, you read correctly. There will be three presidential candidates to chose from. Here are some reasons why you may want to vote for the Libertarian candidate this election.
1. When it comes to social issues, Gary Johnson agrees with Bernie Sanders 73% of the time.
Do you believe in a woman's right to chose, the legalization of marijuana or gay rights? If so, Johnson is the candidate for you. With Bernie Sanders slowly, but surely losing the Democratic nomination, you may believe that your only option is to vote for Hillary. I'm here to tell you that you have another option. Johnson believes in a small government. This means that the government would have no say in what you do with your life. He believes that as long as no harm is coming to others, American citizens should be able to act as they please. While agreeing to legalize gay marriage in all 50 states. he also has said that he believes churches should have the right to deny performing these marriages. Quite frankly, Gary Johnson doesn't care if you get an abortion, smoke weed, or are homosexual. We have bigger problems to worry about.
2. He knows how to create a balanced budget.
Are you concerned about the 20 trillion dollars the US owes in debt? I sure am. That's why I am voting for Gary Johnson. Governor Johnson was able to create a balanced budget for the state of New Mexico as well as cut taxes. His business-like approach to economic issues is much more effective than a political approach. Johnson has already stated that his first act in office will be to create a "truly balanced budget." He has also pledged to veto any legislation that will involve deficit spending. Compared to Donald Trump and Hillary Clinton, Gary Johnson's economic plan is much more practical and well thought out.
3. He wants to cut government spending in all the right places.
One of the major ways Johnson wants to cut spending is to decrease the incarceration rates in the US. This country spends more money on imprisoning criminals than any other country. Johnson believes that the government has criminalized too many aspects of people's personal lives. Gary Johnson says "the failed War on Drugs is, of course, the greatest example. Well over 100 million Americans have, at one time or another, used marijuana. Yet, today, simple possession and use of marijuana remains a crime — despite the fact that a majority of Americans now favor its legalization." Another way Johnson plans to cut spending is by increasing retirement age and cutting funding to the welfare system. He also wants to privatize social security and healthcare to take the economic pressure off of the government while giving American citizens more choices in how they live their lives. Along with this, Johnson plans on eliminating all federal agencies in order to decrease our nation's debt.
4. His foreign policy is on point.
To sum it all up, Gary Johnson's foreign policy is centered on the idea that we do not need to get involved when it's none of our business. Unless one of our allies has called upon us for help or if our country is in danger, there is no reason for us to waste American lives or money on fighting wars we have no business fighting. Johnson wants to "repair and reinforce" our relationships with our allies and use them to our advantage. In all reality, his plans for foreign policy are quite simple...protect our citizens and our way of life. That's all he really cares about.
5. He actually has a plan to lower taxes while still decreasing the national debt.
Johnson says, "Today’s federal tax code does all the wrong things. It penalizes productivity, savings and investment, while rewarding inefficiency and designating winners and losers according to political whim. For far too long, tax laws have been used not just as a means to collect needed revenues, but as a weapon with which to manipulate our behavior, create and destroy industries and fulfill politicians’ dreams of social engineering. The result is a tax code that is more than 70,000 pages long enforced by a government agency with almost 100,000 employees. It is nothing less than a massive deployment of government force on our lives, our finances and our freedom." He plans to totally do away with tax subsidies and the double taxation on businesses while implementing a single consumption tax. This will give Americans more freedom to do what they want with their money. Gary Johnson's tax plan is supported by many famous economists.
The polls show that Johnson already has 11.5% of America's vote, and most people don't even know who he is yet. This is more support than a Libertarian nominee has gotten in the history of the political party's participation in the presidential election and this number is rising everyday. In the past, the Libertarian nominee has barely gotten 1% of the vote. For the first time in history, a Libertarian actually has a shot at winning the presidential election. What is stated in this article is just a small amount of what Gary Johnson has to offer. The US Navy's most futuristic ship headed out to sea on Monday for the first time as it takes on sea trials under the command of Navy Capt. James Kirk. The USS Zumwalt will be the most advanced, and the largest, destroyer-class ship ever built for the US Navy.
Its radical design is intended to make the ship able to slice through the water quietly with minimal crew, while still being able to outgun any potential opponents it could encounter.
Sea Jet is a 133 foot long scale model of a future warship designed by the U.S. Navy. The model boasts the water jet system, AWJ-21, developed by Rolls Royce Naval Marine corporation. The tests of an all water jet propulsion system, which will replace the conventional rudders and (screw) propeller completely, will be carried out in the Idaho lake. After the AWJ-21 tests are finished, the water jet system will be withdrawn, and another new propulsion system, RIMJET (a conventional propeller mounted in a pod that is placed outside the ship), installed and tested. The U.S. Navy aims to determine, whether the new systems will make the ships quieter and more agile in coastal waters. Building all electric ships is planned within the next decade.
The Short Life Of The Kri Klewang
Indonesia's first of four planned X3Ks was called the Kri Klewang, which is the Indonesian name for a traditional long sharp sword, and was officially launched in August of 2012. The X3K infused vinylester carbon fibre foam sandwich structure allowed for ease of construction, corrosion resistance, light-weight and high-strength, and it was especially useful when it came to dampening the ship's radar, thermal, magnetic and acoustic signature. All of which add up to reduced detectability and enhanced survivability, especially in the cluttered and noisy littorals.
One thing the X3K's carbon fiber construction may have been less than idea for is dealing with fire, at least when compared to more traditional steel ship designs. After just three weeks of highly successful sea trials, the Kri Klewang caught fire while in port, and rapidly burnt until she succumbed to the flames totally
SAN DIEGO — The military is launching tests on the world's largest unmanned surface vessel — a self-driving, 132-foot ship designed to travel thousands of miles out at sea without a single crew member on board.
The so-called "Sea Hunter" has the potential to revolutionize not only the military's maritime operations but commercial shipping, according to military officials. If successful, it could usher in the arrival of unmanned cargo vessels moving between countries.
Others have expressed concern about hackers capturing a robotic vessel.
Military officials have been working on hacker-proof protections and say it's possible to make drone ships cyber-secure.
The "Sea Hunter" was built off the Oregon coast, and moved on a barge to San Diego's coastline. The prototype can travel at a speed of up to about 30 mph and is equipped with a variety of sensors and an advanced optical system to detect other ships.
The program to develop the ship cost $120 million, though DARPA officials say the vessels can now be produced for about $20 million.
The rocket integration hangar, located about 600 feet (200 meters) from the launch mount at Complex 40, appeared to have escaped visible damage.
Soot covered one of the launch pad’s four lightning towers, and burn marks covered ground equipment near the site where the Falcon 9 stood, including a support building at the base of the pad housing avionics and other gear, and trailers containing high-pressure gas tanks.
New Note update
Earlier this month, we watched a SpaceX rocket—fully loaded with its satellite—explode suddenly and inexplicably. At the time, the cause remained a mystery, but now SpaceX’s engineers have traced the flaw to its source.
SpaceX has released the initial results of its investigation, which reveal that it believes a breach in the helium system in the Falcon 9's liquid oxygen system caused the sudden flare up. The company gathered up footage of the fire as well as recovering and cataloguing all the remaining debris, which they stored up in a hangar to try and find the source of the problem.
From there, SpaceX says it made a massive “fault tree” tracing every plausible cause of the fire to get to its initial finding. Critically, the private space flight company says that this incident wasn’t related to its previous explosion, where its CRS-7 mission suddenly exploded—along with its full payload of cargo—on the way to the International Space Station.
How much the fire will impact SpaceX’s upcoming launches is dependent not just on the rocket itself though but also on how much damage the blaze did to the launchpad when it flared. The company says that Cape Canaveral’s Launch Pad 40, where the rocket went up in flames, took the brunt of the damage and “substantial areas of the pad systems were affected.”
But there was also plenty of good news. The launch pad control systems are in relatively good condition, the company reports, and SpaceX’s rocket support building had no damage. Also, both the liquid oxygen fuel farm—where the company stores tanks of super-chilled liquid oxygen—and its kerosene fuel farm were thankfully left untouched.
After the CRS-7 explosion, SpaceX ended up slightly revamping its Falcon 9 rocket. Whether we’ll see a similar remodel this time will have to wait for the full final results of the investigation. But—with the facilities intact and the company saying that it wants to start launching rockets as soon as November—we should seeing the company’s Falcons back in the sky again soon.
